SBIR, Small Business Innovation Research (SBIR) is a program that requires small businesses to engage in Federal Research and Development with the goal of commercializing an innovation.
STTR, Small Business Technology Transfer (STTR) is a program that coordinates R&D. This happens between business and non-profits organizations in the U.S. research institutions. It's intention is the commercialization of an innovative solution.
SBIR and STTR are broken into 3 phases which result in awards. They are as follows:
- Phase I Conceptual Development: An introduction to the program, this development is usually less than $150,000. In addition, it is required to reach the development phase within 6 months. This is an entry way for a Phase II development.
- Phase II Prototype Development: After additional feedback from Phase I, the next phase is should reach the development phase for commercialization potential. No longer than 24 months of development time, these are typically awarded at less than $1M.
- Phase III Commercialization: This effort allows a small business to pursue commercialization after all R&D has been concluded from Phase I and II. Testing and evaluation should reach a conclusion. In addition, no dollar value or length of time is allotted for this Phase III award.
